Charles Duggan pioneered the idea of Independent Research programs on Long Island and held the first Long Island Science and Engineering Fair in 1986. Mr. Duggan served as the first President of LISEF, Inc.   LISEF board meetings are open to the public, and interested parties are always encouraged to attend.
